The kidneys are responsible for the water balance in the body. They not only get rid of the fluid waste products but also keep the water in balance. When we have water retention, it genereally shows in the legs and hands first, then there can be a couple of issues. The first is that something is going into the body that is compromising the kidneys such as poor quality of water, carbonation, sugar, starchy foods or grains. The second is lack of exercise and spending too much time sitting, as in an office job. If the legs are not moving, such as with walking, then the lymphatic system cannot pump the water to the kidenys to allow it to get out of the body.
Along with diet and exercise, a little trick to help remove the excess fluid is to mix 30 drops of lavender oil into 1 ounce of olive oil and use as a lotion. Rub into the feet and legs. Then lay down with the feet above kidney level. This helps with the fluid get to the kidneys so it can get out of the body. For nutritional support of the kidneys on might look at an herbal combination that includes juniper berries.
